Anybody can create their own spelling lists for kids! You pick a few words you want your kids to know, and voila! But it's nice to see what some people consider as the most "important" words to learn. Either due to word frequency in print, or how often they are misspelled, it can be very helpful to see lists other people put together.
On the site Sight Words, there are several word lists - including suggestions for different grade levels. They also provide quite a few strategies for teaching spelling. And, despite the name, they do also talk about phonics and reading techniques. In fact, they also have a page dedicated to teaching young children to count!
